Last July 28, 2008, our President Gloria Macapagal Arroyo had delivered her State of The Nation Address(SONA) for this year.
3 Areas related to Human Resource Management
Increase Peoples’ Incomes
This would be attained either through wage increases, livelihood opportunities, and tax exemptions, etc. The Government enabled workers to obtain wage increases through the Regional Tripartite Wages and Productivity Boards. Government workers also received a 20% increase in their salaries since 2007 and a P1,000 increase in their cost of living/personal economic relief allowances. RA9504 or the Tax Exemption for Minimum Wage Earners Act was also implemented, which the President signed on June 17, 2008, to provide financial relief to taxpayers through tax exemptions for minimum wage earners and increased personal exemptions for other employees. The employees' burden would be lessen and they will have sufficient budgets for themselves and their family.
Quality Education
They have enhanced access to quality education through the construction of new classrooms and other facilities needed to have a convenient and conducive area for learning; promotion of educational excellence in the formative years through Early Childhood Education and Pre-school Programs; continuous improvement of the quality of teaching in the public school system; provision of computer access for public high schools nationwide; and granting of loans and scholarships to poor and deserving students. This would serve as a chance for those students who cannot afford to study. Through this area, many students would strive hard for their studies and this will increase their interest in attaining good education.
National Social Welfare Program

It consists of many programs such as DSWD, DOH, GSIS, SSS, Pag-ibig and other programs that protect the poorest of the poor from the global crisis. It also helps those whose earnings are limited by illness, disability, loss of job, etc. through livelihood projects, microfinance, skills and technology transfer, emergency and temporary employment, pension funds, food aid and cash subsidies, child nutrition and adult health care, medical missions, salary loans, insurance, housing programs, educational and other savings schemes, and cheaper medicine. This could be a big help for those indigent people and would give them hope to survive and uplift themselves from poverty.

Towards the end, we need to do more as a nation. We need to carry out strategic measures for global competitiveness. Further, we also need to strengthen the very institutions that will help us become a modern society.
